Contracts Role description:

To provide Planning support to the procurement team, working closely, and in an integrated way, with the planning, environmental and design teams responsible for delivery of the Development Consent application documentation.

*Supervisory -Direct. Works under general supervision
Assurance responsibility - Undertake all responsibilities and tasks in accordance with project charter, policies, strategies, processes and procedures.
Health, safety, security and environment (HSSE) - Proactive commitment to achieving zero injuries, zero incidents and zero compromise.
Position responsibility -
*working effectively as part of a large procurement/ design /quality assurance/ consents team
*being an assertive and confident communicator
*able to work to routine tight deadlines and to achieve high standards of reporting
*efficiently and effectively working with SharePoint and various Microsoft document management tools, especially EMS/EMP documentation creation, management and review.

Key responsibilities and tasks:
*Responsible for the technical input for Category 1, 2 and 3 Planning Works Information for the project, focussing on the Planning, Consents and Heritage aspects - so that any Contractor is aware of the planning and DCO requirements and procedures for discharging consents.
*Authoring and reviewing planning sections of the Invitation to Tender (ITT) documents to ensure planning requirements are incorporated.
*Manage the coordination of authors and reviewers of planning sections of ITT
*Required to review other department's technical documentation in relation to contractual, systems and procedural requirements in relation to planning input.
*Advising on resolution of contract issues where multiple approaches are possible.
*Assist with developing and evaluating PQQ and ITT returns for Category 1, 2 and 3 works for the planning discipline
*Liaise with the procurement manager such that planning is considered within all works packages (i.e. within tender documents, where appropriate):
oReview of planning content in tender documentation,
oReview of planning within tender returns;
oAttend regular Planning and Procurement tracking meetings
*Review Category 1, 2 and 3 works information for the Thames Tideway Tunnel project and recommends improvements in processes, design procedures and planning impacts to improve outcomes and minimize risks.

Person specification:
Essential Desirable Or Equivalent
Education and professional qualifications:
A degree, or equivalent, in planning, or a post graduate qualification in town planning
Ideally a RTPI member or eligible for membership or equivalent

Skills and experience:
  • Knowledge or experience of drafting planning requirements in Works Information in Contract Documents.
  • Good understanding of community and stakeholder consultations in a complex urban environment
  • Experienced in working effectively as part of a large project delivery team.
  • Experience of working with large multidisciplinary engineering, planning, EIA, GIS and engineering teams.
  • Able to work to routine tight deadlines and to achieve high standards of reporting
  • Experienced in planning and prioritising activities associated with the production of voluminous and complex, project documentation.Experience of working on large infrastructure projects or NSIPs.
  • Demonstrate success in assisting with complex planning applications, involving EIA
