The Contractor Recruitment Team form part of the Atkins Resourcing Centre of Expertise and are responsible for the recruitment and management of all categories of non-permanent worker; including temporary workers, contractors, sub-consultants and payroll consultants.
As a result of maternity leave the team are looking to recruit two Recruitment Advisors who will join the team for a 12 month period, starting end of September/start of October, and being based in our Birmingham office.
Within this role you will be responsible for fulfilling a high volume of temporary requirements within short timeframes.
You will be expected to manage the assignments of around 450 workers and provide best practice guidance to the Atkins business on how they are expected to engage with all categories of non-permanent staff.
As an advisor you will be aligned to 3 or 4 businesses within the Atkins portfolio You will be expected to work to very tight timescales in an environment where "right first time" and ensuring 100% accuracy are of the upmost importance.

Responsibilities:
- Develop successful working relationships with the wider recruitment community, HR teams and key business managers / directors, demonstrating a sound understanding of their temporary and contractor requirements
- Support the business to identify and define the resource requirement, obtain the necessary authorisation and establish the most appropriate and cost effective method of recruitment
- Assist in the implementation of new processes and procedures for the attraction, on-boarding and maintenance of temporary and contract workers
- Engage with Recruitment Agency partners to ensure that Temporary Workers are sourced within required timescales, compliantly and in a cost effective manner.
- Support and drive internal talent mobility to increase visibility within the organisation through close liaison with the Attraction team and wider Resourcing Centre of Expertise (RCofE)
- Carry out detailed candidate short listing against pre-determined selection criteria and present shortlists to hiring managers
- Ensuring interviews are scheduled in a timely manner, providing guidance in respect of best practice for selection methodologies
- Obtaining feedback from line managers regarding the reasons for selection and challenging where feedback is not compliant with the initial selection criteria or not in line with legislation
- Ensure that temporary and contract workers are engaged in line with best practice, including, but not limited to, accountability for legal compliance, minimising risks and striving for achievement of diversity goals
- Work in conjunction with Supply Management in the development of highly effective relationships with recruitment suppliers
- Completion of paperwork to facilitate engagement of the temporary / contract worker, including the preparation of relevant contract documentation
- Manage all administration relating to the raising of Sub-Consultant and Payroll Consultant contracts
- Maximise the use of RMS to facilitate recruitment of temporary and contract workers
- Effectively monitor and manage the extension and / or termination of temporary and contract workers
- Escalate issues and blockages to the Team Manager in order that resolutions can be sought
- Delegate work to Co-ordinator, including but not limited to, the production of contract documentation, scheduling interviews and reporting.
Requirements
- Demonstrated expertise and knowledge in attraction, on-boarding and maintenance of temporary and contractor workers, ideally with some exposure to mobilising internal talent
- Experience in effectively managing recruitment supplier relationships
- Prior experience of working in a Recruitment Managed Service environmentor an in-house recruitment team will be advantageous
- An understanding of employment, contract and tax legislation relating to the engagement of temporary and contract workers - including the Agency Workers Regulations, IR35 and Auto-Enrolment Pensions Legislation.
- Experience of developing and delivering to set Service Level Agreements
- Demonstrated ability to manage a busy and sometimes conflicting workload
- An understanding of security clearance procedures
- Proficient in the use of Microsoft Office suite
- Previous experience of working with Recruitment or Vacancy Management Systems. Atkins use a Recruitment Management System called Taleo and any previous experience of Taleo would be advantageous.
