Procurement Manager - HR/Professional Services

Leading organisation in the Social Housing sector has an excellent opportunity available for a Procurement Professional to join the recently-formed Purchasing team. This is an opportunity to join a highly successful not-for-profit business currently undergoing an exciting period of growth and development as they come out of the back end of a major acquisition.

This is a relatively new Procurement function that's only been in operation for about 2 years and as such there is fantastic potential for the right candidate to leave their mark on the organisation in the strategic development of various indirect categories primarily focused on corporate professional services.

THE ROLE

* Create purchasing contracts and tenders for a range of goods and services within the indirect space, mainly focusing on HR, Recruitment and Professional Services, with a spend responsibility of approx £20-30m.
* Ensure that all procurement specifications are delivered in line with Office of the Journal of the European Union (OJEU) regulations.
* Build and develop relationships with key suppliers including monitoring performance and KPIs
* Engage with key internal stakeholders as well as external contacts in order to achieve best value at the highest quality.
* Work with the other procurement managers to develop and implement sourcing strategy and procedures across the whole of purchasing and supply chain.

REQUIREMENTS

* Demonstrable depth of experience preparing procurement contracts or tenders in line with OJEU legislation, EU Procurement Regulations, or within a highly regulated environment
* Experienced in delivering results across indirect spend categories, ideally having covered HR, Recruitment, or corporate Professional Services.
* Good communication skills, able to build and develop strong relationships with key suppliers and internal stakeholders
* Enthusiastic and Proactive individual, able to demonstrate credibility in negotiation and tender processes.
* CIPS qualification or relevant business degree will be useful but not required.
