Role Overview
This is an exciting opportunity to join the NHSSBS successful strategic procurement function. Your role will be pivotal in the engagement of key stakeholders within a newly engaged Trust, whilst developing category strategies and delivering significant cash releasing benefits and non-cash efficiencies.
Key Responsibilities
Deliver a portfolio of projects as agreed with NHS SBS client stakeholders, on time and to their expectations.
To take the lead in this portfolio of projects as directed by the Trust Procurement Manager and become a subject matter expert.
To consistently meet best value for money by the effective sourcing of goods and services and to ensure that key performance objectives are identified and strategies are in place to enable procurement performance to be monitored across the health economy/category area.
To maximise contract compliance and to ensure that all procurement activities are in accordance with legislation, EU Procurement Directives, environment and sustainability requirements.
To be responsible in conjunction with the Trust Procurement Manager for the developing, implementing, monitoring, and reviewing of procurement strategies for allocated strategies through detailed demand/market analysis to ensure continual improvement and innovation in service delivery.
Awareness of national developments within the NHS and developments in the market place for which the category manager is responsible.
Essential Skills
Procurement knowledge including negotiation skills, knowledge of strategic sourcing methodologies, knowledge of supply chain, contract law, dispute resolution processes.
Statistical and data analysis skills.
Knowledge of market areas related to specific work categories.
Exceptional interpersonal skills and stakeholder influencing skills.
Finance and leasing knowledge. Business development and marketing plans.
Business accounting.
EU procurement law. Legislation including Competition Act, TUPE, Race Relations, Data Protection, Freedom of Information, Operates to Chartered Institute of Purchasing and Supply code of ethics.
The post holder, in conjunction with the Trust Procurement Manager will understand and develop procurement strategies and foster stakeholder relationships to bring this expertise to these strategies.
Broad category knowledge in the area responsible for (broad Indirect spend area's), in all aspects of the market. IT skills, including e-sourcing systems, word, excel to be used in the publication and management of procurements.
Desirable
Member of the Chartered Institute of Purchasing and Supply (CIPS) or appropriate professional institute or relevant experience.
Project management (Prince 2) experience Evidence of continuous professional development Supply chain management training purchasing procedures Account management Computer skills Awareness of processes to assess risk
