Purpose of the Position:
Under the guidance of the Principal Adviser (Health-Polio Team Leader), the incumbent is responsible for the two main areas of work 1) being the lead and overseeing the global technical guidance, in terms of immunization, epidemiology, surveillance, links to routine and SIA operations and 2) deputy to Polio Team Lead in terms of daily planning, coordination and management of the NY Polio Team and Polio Eradication Program activities in PD/Health in the context of UNICEF's Medium Term Strategic Plan under
Key Result Area
1: Young Child Survival and Development. This position will be the Technical/Operational lead on polio eradication and overall immunizations related to polio eradication programme activities within the NY Polio Team. This post is also critical as Deputy for providing and integrating technical input into and assists in guidance of the overall management of the Polio team, including C4D and resource mobilization. This Deputy role is key especially that the Principal Adviser will be dedicating a significant proportion of their time to external advocacy and senior level engagement and coordination with partners and internally in UNICEF.
Key Expected Results
1. Provides technical and policy advice to Executive Office, Programme Director's Office, and Regional Management Teams to apprise senior level staff of situation, policy and programme direction on polio eradication. Provides oversight to ensure that UNICEF's contributions to polio eradication are of the highest possible quality and conform to UNICEF commitments and agreements with other agencies. End Result(s): UNICEF field offices and stakeholders receive technically sound guidance and are recognized as key partners of, and contributors to, polio eradication as it relates to communication and vaccine management initiatives.
2. Engages with Supply Division, PFO, DFAM, and other key units within UNICEF to plan and coordinate work on issues pertaining to vaccines, supply and operational costs for polio eradication activities.
3. Provides specific technical and policy guidance to national counterparts and UNICEF staff in the elaboration of country programme documents and national plans, undertaking country support missions, responding to specific queries regarding technical and policy issues raised by country and regional offices, and assisting in addressing bottlenecks on polio eradication related issues.
4. Follows up program activities through appropriate monitoring systems, regular contacts with and feedback to/from country and regional offices, and other mechanisms to ensure relevant and timely support is provided End Result(s): Country offices and stakeholders have the technical support needed to deliver high-quality interventions towards polio eradication
5. Provides guidance to selected countries on activities aimed at eradicating polio and improving the delivery of routine vaccination and linked interventions
6. Explores alternatives towards innovative service delivery and health system strengthening strategies. End Result(s): Contribution to strengthen the use of immunization as a platform for increasing coverage of other priority interventions.
7. Supports UNICEF's engagement with stakeholders (multi or bilateral agencies, government, donors) working in polio eradication and represents UNICEF in discussions with polio-eradication partner agencies and in key international fora on the technical aspects polio eradication. Leads and guides harmonization (to the fullest extent possible) of UNICEF policy and procedures in polio eradication with partner agencies. End Result(s): UNICEF's mandate and vision for children is represented well within the global partnership in polio eradication
8. Prepares programme reports required by Management, Board and donors. End Result(s): Timely and multi-stakeholder documents prepared to ensure continuous engagement in efforts towards polio eradication
Qualifications of Successful Candidate
- Advanced university degree in the health sciences (PhD/Master's).
- Training in public health and/or management highly desirable.
- Ten years of relevant work experience.
- International and national work experience in developing countries.
- Proven track record of team management and leadership Peer-reviewed publications in the field of health, or social sciences are a definite asset.
- Fluency in English.
