Purpose of the Position
- Under the guidance of the Principal Adviser (Health- Polio Team Leader), the incumbent will:
- Provide over-all leadership on all aspects related to communication, social mobilization and community engagement in the polio eradication initiative; including responsibility for polio eradication communication interventions globally. This entails providing analysis on the social context affecting vaccination, coordinating communication strategy and inputs across the GPEI partnership and with multiple sectors, including, External Communications, Partnership and Fund Raising, Communication for Development, Training, Media and Advocacy, EPI, and Monitoring and Evaluation.
- Contribute towards the design and implementation of a coherent UNICEF work-plan on polio eradication's communication and community engagement at all levels.
- Lead the polio eradication team in the design, field-testing, scaling up and monitoring of innovative social mobilization and community engagement strategies (i.e. focus 'downstream' towards the Regions and countries). Act as the main technical advisor for Regional Office and Country Offices staff on communication, social mobilization and community engagement for polio eradication. Be responsible for M&E of communication strategies including design, field testing, compilation, dissemination etc. of experiences, lessons learned.
Key Expected Results
1. Manages a technical team for field support to plan, program and implement appropriate polio eradication communication and social mobilization strategies. Leads the team in the tracking of progress, sharing and formulation of good practices, lessons learned, information, and capacity building across the regions. Oversees the sharing of key findings with PD and others in a timely manner, so effective practices and insights are promptly adopted benefiting UNICEF's social mobilization and community engagement work. End Result(s): Social mobilization and community engagement strengthened. UNICEF and national capacity enhanced and documentation of lessons learned effectively shared and integrated in the work of office
2. Provides leadership and vision at UNICEF Headquarters for policy and strategy in advocacy and communication, social mobilization and community engagement for polio eradication. Provides technical and policy advice to OED, Programme Director's Office, and Regional Management Teams to inform senior level staff of situation, policy and programme direction on polio-eradication related social mobilization and community engagement. Leads in the analysis of polio eradication social mobilization and community engagement needs, designs appropriate strategies and supports implementation, monitoring and evaluation of communication activities for the polio eradication initiative. Leads in the design and implementation of a coherent UNICEF work-plan on social mobilization and community engagement for polio eradication End Result(s): UNICEF activities in the GPEI are based upon sound strategic principles, and quality assurance is provided for all UNICEF C4D activities.
3. Represents UNICEF, and establishes, strengthens and maintains highest level of contacts and collaboration with key partners including WHO, USAID, Rotary International, CDC, NGOs, and other key operational partners to review and update global policies, ensure adequate commitment to support countries on communication activities. End Result(s): UNICEF's mandate and vision for children is represented well within the global polio eradication partnership and C4D.
4. In collaboration with partners, PARMO, PFP and the advocacy focal point in the polio unit, provides leadership in informing the UNICEF senior management, partners, donors and the general public of UNICEF's role in the GPEI, and ensuring ongoing support for the program. End Result(s) Public communication to general and specific audiences informs and gains support for the polio eradication initiative and UNICEF's role as a partner in the GPEI.
5. Prepares programme reports and proposals required by Management, Board and donors. End Result(s): Contribution to preparation of quality documents for the programme
Qualifications of Successful Candidate
- Advanced university degree in the social/behavioural sciences, (Communication, Anthropology, and Health Education) with emphasis on participatory communication, communication planning, social mobilization, participatory research, training and impact evaluation of communication interventions.
- Ten years of solid responsible and relevant professional work experience.
- International and national work experience in developing countries.
- Proven experience in high success communication, print, broadcast, new media initiatives implementation. Peer-reviewed publications in health and social mobilization/communication are a definite asset. Fluency in English.
- Has highest-level communication skills, including engaging and informative formal public speaking.
