Position: Income and Housing Solutions Manager
Location: Luton, Bedfordshire
Salary: £35,784 - £38,442 plus £3,203 Car Benefit

ROLE:
As Income and Housing Manager your role will be to lead and manage both the income recovery team and Housing Solutions service.
You will be responsible for ensuring that full maximisation is made in recovering costs to the council and effective preventative homeless measures are fully utilised to minimise cost of temporary accommodation (especially B&B) to the council.
RESPONSIBILITIES:
a) Lead the income team to maximise income and current rent payments, including rechargeable repairs. Maximise and promote payment methods and systems including direct debit, credit cards etc. Report on productivity of the collection, by category and ensure former tenant arrears are passed to the central income team. Manage the leaseholder service.
b) Lead the Housing Solutions team to ensure that all applications from homeless and potentially homeless households are investigated robustly and effectively in accordance with relevant legislation and council policy.
c) To agree MP letters and councillor enquiries, legal challenges and complaints, and general enquiries relating to both the Housing Solutions Service and Income teams, ensuring performance indicators are met. Investigate and respond to enquiries from the media as appropriate.
d) Ensure the good management and use of rent accounting and IT systems to ensure they are fit for purpose and produce regular reporting on team activity and performance.
e) Attend meetings pertinent and relevant to the work of the teams and where necessary make decisions on behalf of the Council in relation to income or the council's statutory responsibility towards homeless households. This may include determination of reviews of decisions.
f) Research/Review the work of the teams to keep the teams and Housing Services Manager apprised of any legislative/ regulation changes affecting either the income collection or housing Solutions Service. This includes any new initiatives, legislative changes, efficiencies, of VFM initiatives.
g) Monitor performance with regard to cost, timescales, quality and customer service, taking prompt and corrective action where required.
h) Ensure the Council obtains best value for money whilst detecting and preventing incidents of fraud. Produce reports for the Housing Services Manager, Head of Housing and corporate director and members.
i) Liaise with statutory and non statutory agencies to ensure that all health and safety, child protection and SOVA issues are robustly monitored and reported and that service user's needs and abilities are considered under the welfare reforms to prevent incidence of poverty.
j) Contribute to the review and development of the service areas business plan on a regular basis.
ESSENTIAL SKILLS / EXPERIENCE:
a) Demonstrable experience managing a team with an income/ collection function and or front line service.
b) Experience of the letting environment; demonstrable experience of using accounting and or rent account software.
c) Experience of recovery processes and remedies.
d) Able to deal confidently and sensitively with people at all levels, communicating effectively verbally and in writing.
e) Work effectively managing a team and on own initiative; able to plan and co-ordinate workloads to meet targets and deadlines.
f) Produce detailed reports on the performance of the teams and where appropriate provide presentations on the data.
g) Able to identify some areas of equal opportunities as they affect service users, stakeholders and fellow employees.
h) Knowledge of homelessness and housing allocation policy; knowledge of income collection and recovery methods/procedures.
i) Good literacy and numeracy skills; visits to various locations in and out the borough approximately 2 per week.
DESIRABLE SKILLS / EXPERIENCE:
a) BTEC in Supervisory skills or similar.
