The postholder, under the direction of either the Strategic Manager - Procurement or the Team Leader/Senior Procurement Officer will participate in and may lead in the implementation of category sourcing strategies and establish/maintain value-adding relationships with suppliers, thereby ensuring availability of products/services in scope of responsibility while optimising total cost of ownership and quality of goods and services procured.

Key responsibilities will be as follows:-

-Implement the strategic sourcing strategies developed by the Strategic Manager - Procurement, and manage or support the tendering, evaluation, supplier negotiations, and contract award process ensuring compliance with all relevant regulations and best procurement practice.
-Plan transition to new category sourcing strategy by developing and implementing a transition plan with respect to the selected vendors, according to business need.
-Conduct market intelligence activities that lead to a sound understanding of relevant supply markets.
-Conduct spend analysis and generating reports as appropriate.
-Use the latest commercial techniques to optimise value creation without compromise to service users and alignment to the objectives regarding Small Medium Enterprises and inward investment.
-Assist in the contract development process ensuring all contracts are commensurate with commercial best practice, are aligned to the Category Plan, and providing a suitable set of performance metrics to enable effective ongoing management.
-Ensure that organisations applying for accreditation under approved quality standards meet the standards of service required by ensuring that providers apply and maintain the correct quality assurance procedures.
-Evaluate and select vendors carrying out appropriate risk assessments.
-Implement supplier performance management strategies and measurement criteria.
-Support senior managers where there is a major concern/breach of conditions of the contract by a service provider or when an emergency occurs such as a service provider ceasing to trade, becoming bankrupt or loss of registration.
-Manage the resolution any commercial disagreements without de-stabilising key relationships.
-Carry out tactical procurement activities including the placement of purchase orders and invoice resolution where applicable.
-Support the development, monitoring and review of procurement key performance indicators and service performance indicators.
-Monitor spend compliance and leakage.
-Manage and maintain contracts, contract databases and vendor catalogues.
-Support the implementation and use of e-procurement technology to increase operational efficiency.
