My Bristol based Public Sector client is seeking a Government VAT Consultant /VAT & Procurement Specialist/ VAT Contract Review Workstream Lead for a 3 month contract.

Working as part of the Shared Services Project Team to provide support to the Finance and Procurement teams. To have responsibility for reviewing the client's supplier contracts to determine if Value Added Tax (VAT) is recoverable or non-recoverable under Government Departmental principles.

Roles & Responsibilities:
- To review the client's supplier contracts and determine the nature of the contract within the organisation and identify if the goods/services supplied are for business use, non business use or both (residual pot).
- To determine, once the nature of the supply is identified, whether VAT is recoverable under the HMRC Contracted Out Services Direction in line with the 76 categories.
- To determine the apportionment basis for the residual pot based on agreement with HMRC.
- To work with the Shared Services provider to determine a correct process is adopted for the treatment of VAT through the new Agresso platform and ensure that this is implemented in line with the timetable.

Experience/Skills:
- A good working knowledge of government Procurement policies and procedures or Government Departmental policies and procedures
- An awareness of the Government Departmental VAT principles.
- A knowledge of public procurement regulations
- The ability to communicate effectively, both orally and in writing with multiple internal and external stakeholders

Bristol based with frequent travel to London /Swansea and occasional travel to other locations. Overnight stays are likely
