Job Title:  Procurement Specialist in ICT
Job Type:    Contract/Interim

Salary:    £500 per day

We are currently recruiting procurement specialists who seek the challenge and reward of working on major contracts in a complex IT environment, including the sourcing of Cloud services.

All candidates will need to demonstrate significant experience of working in senior/leadership roles in the field of large scale, high value, complex contracts in both Private and Public sectors. Experience in the OJEU process with detailed knowledge and experience of working with the public sector procurement regulations, would be advantageous, but not necessarily be a showstopper. Candidates who are able to demonstrate experience in both sectors will have a distinct advantage.

Experience Required:


  • Significant experience in the procurement and commercial management of complex ICT Contracts, specifically Software Development, Systems Integration, Managed Services, Enterprise Software Licensing
  • Proven ability to translate internal client requirements into specification documentation and commercial and technical contractual terms
  • ;Proven experience of effectively managing relationships and leading negotiations on behalf of Category stakeholders at supplier organisations
  • Proven experience of developing complex procurement and/or commercial documentation
  • ;Experience of leading Software Category sourcing activities and the ability to convey your expertise to senior stakeholders through highly developed influencing and negotiating skills
  • Experience of successfully operating change control against major contracts (preferably in the IT sector)Commercial/contractual background involving the full life cycle of very large scale Software contracts Proven ability to develop Software Category Management Sourcing strategies, plans, cost modelling and accompanying documentation in line with HSCIC strategy, and successfully deliver these as part of a team. Sound supplier relationship management skills, including experience in market engagement and market viability testing
  • Ability to work independently and as part of a team with sound organisational and management skills

Formal Qualifications Required:
  • Significant experience in similar commercial and/or procurement roles
  • Educated to degree level
  • Relevant professional qualifications, e.g. CIPS, Institute of Commercial Management or other membership of relevant professional body (or demonstrable equivalent practical experience)
Evaluation Criteria:

1. Evidence of relevant procurement experience Evaluation criteria
2. Evidence of proactive involvement in leading multiple complex high value ICT development tendering exercises into service
3. Evidence of relevant experience in drafting model ICT contract forms, service level agreements, specifications and costing models
4. Evidence of specialist knowledge of IT issues and IT service implementation and integration Evaluation criteria
5. Evidence of relevant knowledge of best practise in contracts and relationship management approaches
