We are currently seeking to recruit an Operational Services Category Manager, to support procurement in major categories of spend across the Ministry of Justice within the Operational Services portfolio.
This means: awarding the contracts; managing the supplier and stakeholder relationships; managing the contracts; and resolving issues. An important role in delivering the savings expected from the Performance Efficiency Programme. Ensure critical supplies and services are delivered into front-line and headquarters' operations, including courts, prisons and tribunals.
Main Responsibilities:
Strategy - Support Procurement Unit Managers to develop world class contract management strategies by: ensuring value from all third party spend; stopping all unnecessary spend; monitoring any negative economic, environmental and social impact of what's procured; eliminating unnecessary distraction to those outside the procurement function; complying with legislation and regulation; and managing risk appropriately. Corporate Leadership - Communicate priorities and business plans and ensures that individual and team objectives are aligned with them. Ensuring effective communications with staff and stakeholders are in place. Change Management - Promotes a culture that acknowledges the value of positive change and diversity. Governance - Administers contract change requirements for Category Managers approval. Issue Resolution and - Business continuity - Takes personal responsibility for resolving key issues; involves and influences everyone necessary to get the job done. Performance Management
- Ensures that all programmes and projects deliver to time, cost, and quality requirements; systematically organises activities, clarifying tasks and responsibilities and making best use of resources; defines, analyses and interprets financial data confidently
Experience Required/Skills
Essential : professional in a corporate procurement environment with procurement experience of handling diverse and sensitive spend categories. Have experience of the following; - Awareness of public procurement directives and processes - Strategic Awareness of Category Management and markets - Change Management - Governance - Issue Resolution & Business Continuity - Performance Management - Knowledge of grant funding
Essential :
*Membership of, or working towards the Chartered Institute for Purchasing & Supply (CIPS) or relevant equivalent.
*Voluntary Sector experience is desirable
