Job Description:
This assignment involves supporting a government-led capacity development program within the Ministry of Higher Education’s Quality Assurance and Accreditation Department. Under the supervision of the Director for Foreign Relations, the successful candidate will provide technical advice, management support and technical inputs required to allow Department to achieve the target of proper implementation of planned programs.
The successful applicant will be expected to work with and through his/her Afghan national counterparts, and to progressively transfer skills, knowledge and expertise to them. This position does not involve any type of management or line responsibilities under any circumstance.
Responsibilities:
Working with his/her counterparts, with assistance from the CTAP Capacity Development team and other relevant staff and advisors, the Quality Assurance and Accreditation Advisor will:
- Assists the Establishment of a Quality Assurance system;
- Support the Establishment of a system for enrollment of students in Bachelor’s, Master’s and PhD programs;
- Contribute in the development of Curriculum with the involvement of all the relevant staff and stakeholders
- Train relevant staff on preparation of research proposals and its processes
- Establish a system to evaluate degrees obtained from educational institutes overseas and provide necessary trainings to the staff
- Establish system for the recruitment and promotion of faculty members and develop a guideline
- Develop a system that takes into consideration all the necessary steps and stages involved in the establishment of a University, Faculty or Department
- Establish a standardized system for distance learning programs and their academic credibility aligning them with the current and future needs of the country
- Modify the current system for the structure of the universities and appointment of their leadership in accordance with the international standards and known best practices
- Train and coach relevant staff in all of the abovementioned areas
The deliverables of the Quality Assurance and Accreditation Advisor are:
- A standard Quality Assurance and Accreditation system established
- Key business processes re-engineered
- System for evaluation and authentication of degrees obtained from overseas established
- A standardized system for the recruitment and promotion of faculty members put in place
- A standardized system for distance learning developed
- System for the structure of the universities and appointment of their leadership modified
- An efficiently functional department with standardized systems and fully trained staff
- The successful candidate should have the following skills, experience and qualifications:
Master’s degree in curriculum design, educational policy, educational administration or relevant field; PhD preferred
- Vast academic background with experiences in curriculum development and accreditation
- 10 years work experience, including 5 years in the area of curriculum review and university accreditation
- Demonstrated history of providing training, coaching and mentoring to local counterpart staff is a plus
- Able to produce reports and other standards documents, in English, up to a professional standard
- Previous experience in under-developed, insecure or post-conflict environments a plus
- Fluency in Dari and/or Pashto is a strong plus
Average salary up to US$120,000.00/annum plus allowances based on relevant qualifications and work experiences
Ministry of Higher Education (MoHE) was established in 1975 to take charge of higher education in Afghanistan, which involves currently more than 200,000 students pursuing higher education in 31 public universities and higher education institutes, 69 private higher education institutes.
It employs currently around 9,500 people and is committed to success recognizing that quality higher education is the key to national development and the personal well being of the citizens of Afghanistan. It pursues the following objectives:
- High-level education of professional and technical staff for Afghan governmental authorities
- Developing the scientific research and creating specialists for the society and economy
- Providing higher education for the Afghan youth and professionals
It has contributed in the past massively to the development of the society and economy. But due to the war, the higher education system was completely destroyed. Though the Ministry of Higher Education achieved noticeable results in the past ten years, however there is still tremendous work to master.
The Civilian Technical Assistance Program (CTAP) is an Afghan government program that aims to create stronger government institutions with more effective structures, efficient processes and skilled personnel. It assists Afghan government organizations to implement capacity development and performance improvement programs by providing them with skilled international technical experts and capacity development advisors.
On behalf of the Ministry of Higher Education, CTAP is now seeking to fill the position of Quality Assurance and Accreditation Advisor to work at the Ministry of Higher Education’s Quality Assurance and Accreditation Directorate, under the management of the Director for Foreign Relations Department. This position is open to international passport holders only. Afghan expatriates and nationals of regional countries are especially encouraged to apply.
