As a regulator, our client was set up in 2004 as the independent regulator responsible for authorizing & regulating NHS foundation trusts. The Health & Social Care Act 2012 changes the way health care is regulated. Their role will change significantly during 2013 as they take on their new responsibilities as the sector regulator for health care.
Job Purpose:
The Senior Risk Officer will develop & implement their strategy for both risk management & performance management, thereby making a critical contribution to the governance & management processes required to ensure that they perform as a highly effective & efficient sector regulator. The role involves providing strategic direction, challenge & advice to the Directorates, Executive Team, Audit & Risk Committee and Board on key risks & how to successfully manage them, including the risks to service delivery and how their performance in delivering its key responsibilities and strategic priorities should be monitored and measured.
Main Accountability:
Risk Management and Internal Control:
• Overall responsibility to determine the strategic direction of risk management in the business
• Own and maintain the Risk Management Framework , including: Owning and updating the Risk Register / Controls Matrix
• Development and on-going enhancement of risk management processes and methodologies
• Producing and presenting quarterly risk report for Executive Committee, Audit and Risk Committee and Board
•Identify the need for bespoke risk assessments / ad hoc risk reviews and scope and undertake such reviews, potentially linked into annual business planning and business change programmes
Performance Management:
• Overall responsibility to determine their approach to performance management
• Own and maintain the Performance Management Framework, including: Routinely reviewing and refining their success measures
• Leading the quarterly process to review delivery of key business actions and achievement of success measures
• Producing and presenting quarterly reports and presenting at Executive Committee and Board meetings
•Support Directorates to produce track-able annual operational plans
Qualifications:
• Degree level qualified (essential)
• Professional qualification related to risk management or equivalent, eg, IRM diploma (desirable)
Experience, Knowledge, Skills and Expertise:
Essential:
• Proven track record in identifying key risks and successfully challenging and influencing the organisation to develop appropriate mitigations and actions
• Ability to foster a proactive approach to risk management which routinely reviews the adequacy of mitigating controls and actions and strengthens the control environment
• Understanding of critical factors driving risk and success within projects
• Experience of embedding risk management within business planning and day to day project management
• Knowledge of relevant corporate governance and internal control standards
• Experience of designing / implementing a corporate performance management framework, including the development of KPIs and success measures
Desirable:
• Knowledge of the UK health sector.
